For more than a century party members have played a central role in many parliamentary democracies, helping political parties to mobilize voters, and visibly linking party leaders with their grassroots supporters. Yet in the twenty-first century, party membership is undergoing rapid changes. In many parties, memberships are becoming numerically smaller at the same time that individual members are becoming more politically powerful. Beyond Party Members investigates two questions connected with these changes. First, when and why did party memberships start falling, and what does this reveal about who benefits in party-membership relationships? Second, why have numerical declines in overall party membership coincided with expanding political rights for individual party members? Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather thanrestricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in publicoffice over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. Norwegian People's Aid's decision to support the liberation struggle spearheaded by SPLM/A in Sudan, in 1987, was controversial. The author of this book, Halle Jorn Hanssen, was the Secretary General of NPA when the liberation struggle intensified during the 1990ies, and rumours about NPA's role flourished. This book provides an insight into the dramatic humanitarian work that was carried out to save lives in South Sudan. The book is particularly exciting and worth reading because the drama of a liberation war is put into a wider political context. It takes the reader close to the central actors in the struggle, and the game behind the scene, through stories told by people that took part. Some of the stories are beyond imagination. One of them is about the poisonous gas attack a few miles away from the NPA Hospital in Yei, in August 1999. Doctor Gribani tells the story: «We understood that something terrible had happened. People came running terror-stricken, telling us that several planes had dropped bombs. This time, however, the bombs exploded in a different manner, there was a mute explosion and thereafter a stinking smell. Human beings and animals got ill. One elderly man died. Women had spontaneous abortions. Birds fell dead from the trees. Smaller animals died after a short while. The grass withered and died. I understood that this was a poisonous gas attack and instructed competent personal immediately to go to the area and take samples of dead animals, blood, urine, grass and soil.». The news travelled across the world, but was followed by total silence. WHY?
