Postcolonial Subjectivities in Africa
These essays on postcolonial subjectivities cross the frontiers of critical theory by illuminating the contradictory predicaments Africans confront in strikingly different parts of the continent at the start of the 21st century. The focus is on the making of subjectivities as a process which is political, a matter of subjugation to state authority; moral, reflected in the conscience and agency of subjects who bear rights, duties and obligations; and realised existentially, in the subjects' consciousness of their personal or intimate relations. The notion of agency is interrogated, without lapsing into the new Afro-pessimism. The essays recognise postcolonies troubled by state decline and increasing exploitation, dispossession and marginalisation, but avoid Afro-pessimism's reduction of subjects to mere victims. Even more against the grain of conventional postcolonial studies is the radical questioning of the force of 'modern subjectivism' in struggles for control of identity, autonomy and explicit consciousness, and through artistic self-fashioning in globally driven consumption.With substantial cases based on autobiography, personal experience and long-term scholarly fieldwork in countries as diverse as Madagascar, Kenya, Uganda, Sudan, Botswana and Cameroon, the book opens out a fresh field for comparative research and theory on postcolonial transformations in intersubjectivity. This is to take seriously the people's perception, so widespread in postcolonial Africa, that to live life to the full is to live it in interdependence, in conviviality, if possible; that care and respect for others - indeed, civility - is a precious, and indeed, precarious condition of survival and as such is the object of recognised strategies for its conscious defence; and that because significant others are opaque - never being totally knowable - uncertainty, ambivalence and contingency are inescapable conditions of human existence.

The articles in this special issue focus on experimental psychological, neuropsychological, and computer-based approaches to figurative language, suggesting the enormous impact of cognitive science on our understanding of figurative language. Where, exactly, does figurative language fit in the larger scheme of things? The basic thesis is that much of intelligent behavior partakes of indirectness -- layeredness, levels, embeddedness, and tangled hierarchies. Deficiencies in this respect, brought about by inabilities to build processing structures by using prior or old information, result in a lesser ability to process not only figurative language but all sorts of indirect cognition, including pretense, deception, etc. This special issue attempts to further the goal of "unisolating" figurative language and making it less special, whether by viewing it in the more general light of indirectness or some other rubric.

This biography tells the story of Andre and Magda Trocme, two individuals who made nonviolence a way of life. During World War II, the southern French town of Le Chambon-sur-Lignon and its surrounding villages became a center where Jews and others in flight from Nazi roundups could be hidden or led abroad, and where children with parents in concentration camps could be nurtured and educated. Energy Efficiency Solutions
DOE has missed all 34 congressional deadlines for setting energy efficiency standards for the 20 product categories with statutory deadlines that have passed. DOE's delays ranged from less than a year to 15 years. Rulemakings have been completed for only (1) refrigerators, refrigerator-freezers, and freezers; (2) small furnaces; and (3) clothes washers. DOE has yet to finish 17 categories of such consumer products as kitchen ranges and ovens, dishwashers, and water heaters, and such industrial equipment as distribution transformers. Lawrence Berkeley National Laboratory estimates that delays in setting standards for the four consumer product categories that consume the most energy -- refrigerators and freezers, central air conditioners and heat pumps, water heaters, and clothes washers -- will cost at least $28 billion in forgone energy savings by 2030. DOE's January 2006 report to Congress attributes delays to several causes, including an overly ambitious statutory rulemaking schedule and a lengthy internal review process. In interviews, however, DOE officials could not agree on the causes of delays. GAO's panel of widely recognised, knowledgeable stakeholders said, among other things, that the General Counsel review process was too lengthy and that DOE did not allot sufficient resources or make the standards a priority. However, GAO could not more conclusively determine the root causes of delay because DOE lacks the program management data needed to identify bottlenecks in the rulemaking process. In January 2006, DOE presented to Congress its plan to bring the standards up to date by 2011. It is unclear whether this plan will effectively clear DOE's backlog because DOE does not have the necessary program management data to be certain the plan addresses the root causes. The plan also lacks critical elements of an effective project management plan, such as a way to ensure management accountability for meeting the deadlines. Finally, the plan calls for a six-fold increase in workload with only a small increase in resources. DOE plans to manage the workload through improved productivity.
