The new knowledge has brought many practical benefits, including improvements in human health and prosperity. At the same time, it has led to ethical debates and controversy over issues such as genetic testing for inherited diseases, the balancing of environmental risks with benefits, genetic modification of crops and animals, the use of DNA fingerprinting in court cases, and the possibility of human reproductive cloning. These are only a few of the biology-based issues that we have to grapple with today. The successful application of the new knowledge will require many difficult decisions for us as citizens. A basic understanding of cell biology is needed if these decisions are to be intelligent ones. Our original purpose in writing this book was to provide a straightfor ward explanation of the workings of a living cell. By "workings," we mean principally the way in which the molecules of the cell-especially the pro tein, DNA, and RNA molecules-cooperate to create a system that feeds, moves, grows, divides, and responds to stimuli-one, in short, that is alive. By "straightforward," we mean an account that can be easily understood by a reader approaching modern biology for the first time. The need for a short, clear account of the essentials of cell biology became apparent to us while we were writing Molecular Biology of the Cell (MBOC), which is now in its fourth edition. MBOC is a large book aimed at advanced undergraduates and graduate students specializing in the life sciences or medicine. Many students and educated lay people who require an introductory account of cell biology would find this text too detailed for their needs. Essential Cell Biology (ECB), in contrast, is designed to provide the fundamentals of cell biology that are required by anyone to understand the biomedical, as well as the broader biological issues that affect our lives. ECB is as short and simple as we can make it, and we have reduced technical vocabulary to a minimum. Among the more intriguing documentary sources from late medieval Europe are pardon letters-petitions sent by those condemned for serious crimes to monarchs and princes in France and the Low Countries in the hopes of receiving a full pardon. The fifteenth-century Burgundian Low Countries and duchy of Burgundy produced a large cache of these petitions, from both major cities (Bruges, Ghent, Antwerp, and Dijon) and rural communities. Water covers some 75% of the earth's surface, while land covers 25%, approximately. Yet the former accounts for less than 1% of world GDP, the latter 99% plus. Part of the reason for this imbalance is that there are more people located on land than water. But a more important explanation is that while land is privately owned, water is unowned (with the exception of a few small lakes and ponds), or governmentally owned (rivers, large lakes). This gives rise to the tragedy of the commons: when something is unowned, people have less of an incentive to care for it, preserve it, and protect it, than when they own it. As a result we have oil spills, depletion of fish stocks, threatened extinction of some species (e.g. whales), shark attacks, polluted and dried-up rivers, misallocated water, unsafe boating, piracy, and other indices of economic disarray which, if they had occurred on the land, would have been more easily identified as the result of the tragedy of the commons and/or government ownership and mismanagement. The purpose of this book is to make the case for privatization of all bodies of water, without exception. In the tragic example of the Soviet Union, the 97% of the land owned by the state accounted for 75% of the crops. On the 3% of the land privately owned, 25% of the crops were grown. The obvious mandate requires that we privatize the land, and prosper. The present volume applies this lesson, in detail, to bodies of water.
