    It is commonly believed that international law originated in relations among European states that respected one another as free and equal. In fact, as Jennifer Pitts shows, international law was forged at least as much through Europeans' domineering relations with non-European states and empires, leaving a legacy still visible in the unequal structures of today's international order.Pitts focuses on the eighteenth and nineteenth centuries, the great age of imperial expansion, as European intellectuals and administrators worked to establish and justify laws to govern emerging relationships with non-Europeans. Relying on military and commercial dominance, European powers dictated their own terms on the basis of their own norms and interests. Despite claims that the law of nations was a universal system rooted in the values of equality and reciprocity, the laws that came to govern the world were parochial and deeply entangled in imperialism. Legal authorities, including Emer de Vattel, John Westlake, and Henry Wheaton, were key figures in these developments. But ordinary diplomats, colonial administrators, and journalists played their part too, as did some of the greatest political thinkers of the time, among them Montesquieu and John Stuart Mill.Against this growing consensus, however, dissident voices as prominent as Edmund Burke insisted that European states had extensive legal obligations abroad that ought not to be ignored. These critics, Pitts shows, provide valuable resources for scrutiny of the political, economic, and legal inequalities that continue to afflict global affairs.

    In this book I develop a theory of complexity for economics and manage- ment sciences. This book is addressed to the mathematically or analytically oriented economist, psychologist or management scientist. It could also be of interest to engineers, computer scientists, biologists, physicists and ecologists who have a constant desire to go beyond the bounds of their respective disciplines. The unifying theme is: we live in a complex world, but how can we cope with complexity? If the book has made the reader curious, and if he looks at modelling, problem recognition and problem solving within his field of competence in a more "complex" way, it will have achieved its goal. The starting point is the recognition that complexity is a well-defined concept in mathematics (e.g. in topological dynamics), computer science, information theory and artificial intelligence. But it is a rather diffuse concept in other fields, sometimes it has only descriptive value or even worse, it is only used in a colloquial sense. The systematic investigation of complexity phenomena has reached a mature status within computer science.Indices of computer size, capacity and performance root ultimately in John von Neumann's paradigmatic model of a machine, though other 1 roots point to McCulloch and Pitts, not to forget Alan Turing. Offsprings of this development include: -complexity of formal systems and recursiveness; -cellular automata and the theory of self-reproducing machines; -theory of program or computational complexity; -theory of sequential machines; -problem solving, cognitive science, pattern recognition and decision processes.

Extensively illustrated, John Petts and the Caseg Press spans the entire career of this reclusive artist and offers the first account of the private press he founded in Snowdonia in 1937. In 1935, John Petts and Brenda Chamberlain abandoned their studentships at the Royal Academy Schools, London for a rundown farmhouse in the rugged terrain of Snowdonia. They started the Caseg Press in 1937 in the hope that it might finance their freedom to work. At first dedicated to saleable ephemera such as Christmas cards and bookplates, the press later became involved in the broader Welsh cultural scene, providing illustrations for the Welsh Review, a monthly literary periodical. In 1941, with the writer Alun Lewis, the Caseg press produced a series of broadsheets designed to express continuity and identification with the life of rural Wales in the face of social change precipitated by the second world war. John Petts and the Caseg Press is the first monograph on this artist. It covers both his work for the Caseg Press and for other publishers such as the Golden Cockerel Press. The volume offers a unique insight into an important chapter in the history of private presses in Britain and the development of neo-romanticism in art and literature during the inter-war period.

    The inaugural `From Reason to Revolution Conference' took as its theme `Command and Leadership', which was explored in a variety of different ways by eight speakers whose papers took in the armies of France, Austria, Portugal, and Britain (and touched in passing on those of Prussia and the Netherlands too), and whose geographical remit encompassed North America, Europe, and Africa. This volume presents the proceedings of that conference.The first three chapters consider lower-level leadership, with a focus on ideas of expertise and professionalism. Will Raffle explores the tensions between local experts in New France and professional officers from the mother country, taking as its case study the campaign for Oswego in 1756. Tobias Roeder looks at the Habsburg officer corps during the eighteenth century and the tensions between the dictates imposed by the profession of arms on the one hand and the social expectations of a gentleman on the other. Lastly, Mark Thompson reviews a little-known body of men from the Peninsular War in the shape of the Portuguese Army's corps of engineers.The next pair of chapters address the opposing commanders in the Jacobite Rising of 1745, drawing some interesting parallels between two young royals who were both obliged to rely on their own charisma and force of character to address difficult and complex military situations. For Charles Edward Stuart, Jacobite Prince of Wales, the challenge was to create an army from scratch out of a collection of self-willed and self-opinionated individuals. Arran Johnston looks at how he did this, but also at the tensions that were inherent in the Jacobite command structure. Conversely, Prince William, Duke of Cumberland, inherited command of an army of regular troops but one which had its morale at rock bottom after defeat at Falkirk, and Jonathan Oates addresses how Cumberland was able to restore order and self-respect to his command, and take it on to victory at Culloden.The final three chapters jump forwards by a half-century, to look at the events of the French Revolutionary Wars. Carole Divall looks at the Flanders campaigns of 1793-1795, considering the problems faced by generals on both sides and concluding that all would have been far better off without the interference of their respective political masters. Jacqueline Reiter, by contrast, considers someone who was both general and politician in the shape of John Pitt, 2nd Earl of Chatham, and her study of his role in the 1799 Helder Campaign both restores a reputation as a brigadier unfairly sullied by Sir John Fortescue but also considers the tensions caused by his dual role as subordinate general on the one hand and senior cabinet minister on the other. Finally, Yves Martin looks at the three very different personalities who successively commanded the French Army of the Orient in Egypt, providing very illuminating pen-portraits of three larger-than-life characters each with pronounced strengths and weaknesses.

    Cultural Science introduces a new way of thinking about culture. Adopting an evolutionary and systems approach, the authors argue that culture is the population-wide source of newness and innovation; it faces the future, not the past. Its chief characteristic is the formation of groups or 'demes' (organised and productive subpopulation; 'demos'). Demes are the means for creating, distributing and growing knowledge. However, such groups are competitive and knowledge-systems are adversarial. Starting from a rereading of Darwinian evolutionary theory, the book utilises multidisciplinary resources: Raymond Williams's 'culture is ordinary' approach; evolutionary science (e.g. Mark Pagel and Herbert Gintis); semiotics (Yuri Lotman); and economic theory (from Schumpeter to McCloskey). Successive chapters argue that:-Culture and knowledge need to be understood from an externalist ('linked brains') perspective, rather than through the lens of individual behaviour; -Demes are created by culture, especially storytelling, which in turn constitutes both politics and economics; -The clash of systems - including demes - is productive of newness, meaningfulness and successful reproduction of culture; -Contemporary urban culture and citizenship can best be explained by investigating how culture is used, and how newness and innovation emerge from unstable and contested boundaries between different meaning systems;-The evolution of culture is a process of technologically enabled 'demic concentration' of knowledge, across overlapping meaning-systems or semiospheres; a process where the number of demes accessible to any individual has increased at an accelerating rate, resulting in new problems of scale and coordination for cultural science to address. The book argues for interdisciplinary 'consilience', linking evolutionary and complexity theory in the natural sciences, economics and anthropology in the social sciences, and cultural, communication and media studies in the humanities and creative arts. It describes what is needed for a new 'modern synthesis' for the cultural sciences. It combines analytical and historical methods, to provide a framework for a general reconceptualisation of the theory of culture - one that is focused not on its political or customary aspects but rather its evolutionary significance as a generator of newness and innovation.
